normal align=left style='margin-left:21.0pt;text-align:left; text-indent:24.0pt;line-height:150%'>为全面推进 公司（以下简称为：集团公司）党群工作规范化建设，提高党建工作科学化水平，集团公司创新党建工作机制，通过选用“互联网+党建”的工作形式，搭建集团公司智慧党建平台，以全面提升集团公司的党建工作水平和工作质量，促进集团公司的党建创新发展。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>2.4.1主要建设内容
Ø 建设集团智慧党建系统，实现大数据看板、党务管理、党员活动、党员学习、党建宣传、考核监督等业务的全覆盖，为集团公司各级党组织和党员提供一体化党建管理、服务及宣传平台。
Ø 实现系统PC端与集团商网CA、OA系统的集成，实现与中组部“全国党员信息管理系统”的数据对接。
Ø 实现系统移动端与集团移动办公平台系统的集成，同时提供独立的党建APP。

normal align=left style='margin-left:21.0pt;text-align:left; text-indent:24.0pt;line-height:150%'>本系统面向集团公司全级次成员单位。

normal style='margin-left:21.0pt;text-indent:24.0pt;line-height: 150%'>党建系统PC端部署在集团商网，成员单位通过商网访问系统；系统移动端部署在集团总部DMZ区域，支持Android、IOS 等主流操作系统。
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>2.4.4产品要求
（1） 采用成熟、商用的软件系统产品，并提供软件产品资质证明、完整的技术支持与售后服务。投标人提供的软件和应用系统不得侵犯他人专利及著作权。
（2） 如在系统中采用第三方软件，应提供相应软件的授权许可，任何由于第三方软件产生的问题，由投标人负责解决。
（3） 投标人负责安装与配置软件和相关系统，并提供相关技术指导和培训，以及相关的说明文档。
（4） 产品系统版本升级时必须是向下兼容的，投标人无偿提供数据迁移服务，数据迁移必须保证数据的完整性、一致性。

l 系统应用软件：提供本系统所需的所有应用软件（如果技术方案采用基于标准组件进行开发实施，系统应用软件应包含标准组件的内容）。
l 应用软件实施、开发及集成：提供本项目系统建设相关的实施、开发、测试以及集成服务。
l 培训：投标人在项目进展过程中提供项目相关的相关培训。
l 保修期内服务：投标人应充分理解技术规范书中对乙方向甲方提供保修期服务的要求。
l 投标人在项目实施过程中需要提供的其它服务或产品。

normal style='text-indent:24.0pt;line-height:150%'>本项目交付物包括：应用系统、项目文档。
（1） 应用系统1套：中核集团智慧党建系统，包括PC端和移动端。
（2） 项目文档1套：项目管理文档、项目技术文档。
normal align=left style='margin-top:6.0pt;margin-right:0cm; margin-bottom:0cm;margin-left:21.0pt;margin-bottom:.0001pt;text-align:left; text-indent:24.1pt;line-height:150%'>详细招标内容及要求详见《 智慧党建平台技术规范书》。本技术规范书应视为保证智慧党建平台正常运行所需的最低要求，提供的采购清单中除明确列出的以外，还应包含满足业务功能和系统正常运行所需的所有必要组件、产品或系统。如有遗漏，投标人应予以补充，否则一旦中标将认为投标人认同遗漏部分并免费提供。

normal style='margin-left:21.0pt;text-indent:24.1pt;line-height: 150%'>根据项目建设安排要求，本项目在投标人进场实施后，将按照下列进度完成工作内容：
normal style='margin-left:21.0pt;text-indent:24.1pt;line-height: 150%'>2019年12月底前完成党建系统功能开发实施。
normal style='margin-left:21.0pt;text-indent:24.1pt;line-height: 150%'>2020年1月—2020年3月，系统上线试运行（力争2019年9月底前具备上线试运行条件）。

normal align=left style='margin-left:21.0pt;text-align:left; text-indent:24.0pt;line-height:150%'>投标人须提供不少于1年的免费质保服务，质保期从项目终验完成开始计算。

normal style='text-indent:24.0pt;line-height:150%'>3.1招标文件售价：每套招标文件售价人民币500元整，售后款项不予退还。
