3. 投标人资格要求
normal style='margin-left:.05pt;line-height:150%'>3.1 参加本次招标的投标人须具备以下资格条件：
normal style='line-height:150%'>1）在中华人民共和国境内拥有合法经营权力，具有独立的法人资格，符合国家有关规定，有资格和能力完成本招标项目的相关人员、设备、财务、技术能力。
normal align=left style='text-align:left;line-height:150%'>2）若投标人为代理商，测量仪器属于其营业执照上的销售范围，且具有所投标的测量设备的代理资质。若投标人为设备制造商，测量仪器属于其营业执照上的生产制造范围。
normal style='line-height:150%'>3）因项目课题需要，设备制造商必须是国产厂商或合资厂商。
normal style='margin-left:.1pt;line-height:150%'>4）财务状况：投标人须有良好的银行信用和商业信誉，财务状况良好，没有处于被责令停业，财产被接管、冻结、破产状态
normal style='margin-left:.1pt;line-height:150%'>5)所投产品应通过ISO9001质量认证体系认证。
normal style='margin-left:27.25pt;text-indent:-27.25pt;line-height: 150%'>3.2 投标人不得存在下列情形之一：
normal style='text-indent:24.0pt;line-height:150%'>1）法定代表人或单位负责人为同一人或者存在控股、管理关系的不同单位，参加同一包货物应答的；
normal style='text-indent:24.0pt;line-height:150%'>2）处于破产、停业、财产被接收或冻结等任何不利于合同目的实现的情形；
normal style='text-indent:24.0pt;line-height:150%'>3）被招投标活动政府行政监督部门暂停或取消应答资格的；
normal style='text-indent:24.0pt;line-height:150%'>4）在最近三年内有骗取成交，严重违约或重大产品质量问题责任追溯措施未全面落实。
normal style='text-indent:24.0pt;line-height:150%'>5）投标人不应处于 执行的供应商资格黑名单或资质暂停期内；
normal style='text-indent:24.0pt;line-height:150%'>6）存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》规定的投标人互相串通行为的；
normal style='margin-left:27.25pt;text-indent:-27.25pt;line-height: 150%'>3.3 本次招标不接受联合体投标。
