normal style='text-indent:24.0pt;line-height:150%'>参加本次招标的投标人须具备以下资格条件：

normal style='text-indent:24.0pt;line-height:150%'>4.1. 具有独立订立合同和履行合同能力的中华人民共和国境内注册的企业法人或其他组织，符合国家有关规定，具有履行合同所必要的财务、技术、采购及组织能力，有资格和能力完成本招标相关服务。具有政府主管部门颁发的有效的企业营业执照（如营业执照不是三证合一的，还应具有政府主管部门颁发的有效的组织机构代码证和税务登记证）。投标人与签订合同法人必须为同一企业，名称保证一致，否则视为弃标。

normal style='text-indent:24.0pt;line-height:150%'>4.3. 具有建筑工程施工总承包二级及以上资质或电力工程施工总承包二级及以上资质，具有同类工程业绩。

normal style='text-indent:24.0pt;line-height:150%'>4.4. 项目经理具有相应的项目管理经验，具有工程师或二级及以上建造师资格。

normal style='text-indent:24.0pt;line-height:150%'>4.5. 其他要求详见技术规格书。
