1.中化建国际 （以下称为“招标代理机构”）受中海油石化工程 （以下称为“招标人”）委托，就中海油石化工程 江苏滨海液化天然气（LNG）一期扩建工程接收站项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

For goods outside the PRC customs territory: 40 weeks after the contract is signed.
境内货物：合同签订后42周
For goods within the PRC customs territory：42 weeks after the contract is signed.

境外货物：CIF中国上海港
For goods outside the PRC customs territory: CIF Shanghai Seaport, P. R. China
境内货物：江苏省盐城市滨海县滨海港开发区
For goods within the PRC customs territory: Binhai Port Development Zone, Binhai County, Yancheng City, Jiangsu Province
2.对投标人的资格、业绩及证书要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
A. ★投标人必须是具有独立法人资格的低温球阀（8"-18"）制造商或代理商。
独立法人资格要求：如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证复印件，并加盖公章（以上所有证明文件在年审有效期内）；如果投标人为境外注册公司，需提供有效的公司登记注册证明。
Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Cryogenic Ball Valve（8"-18"）.
If the bidder is a domestically registered company, it is required to provide a valid business license (with independent legal person status), general taxpayer certificate/tax registration certificate, a copy of the organization code certificate, and affix the official seal (all the above certificates are within the validity period of the annual review) ); if the bidder is an overseas registered company, a valid company registration certificate is required.
B. ★代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书，本次投标的产品须为同一品牌。
If the goods is not manufactured by bidder, the bidder shall be duly authorized by the goods' Manufacturer to supply the goods solely in this bidding, and the products in this bidding must be of the same brand.
C. ★投标人应在投标时提供阀门制造商的以下三类认证有效证书复印件，若三类认证证书包含产品的类型、口径、温度、压力等级其中的一种或几种参数，则其证书中的相应参数须覆盖本次招标的产品对应最高参数要求，所有证书认证的制造商名称应与其所提供业绩的制造商、此次投标货物的制造商一致：
The bidder should provide a copy of the following three types of valid certificates of the valve manufacturer when biding. If the three types of certificates include one or more parameters of the type, diameter, temperature and pressure level of the product, the corresponding certificate in the certificate The parameters must cover the highest parameter requirements of the products in this bidding, and the names of the manufacturers certified by all certificates should be consistent with the manufacturers of the performance provided by them and the manufacturers of the goods in this bidding:
1) 压力设备认证证书：制造商应具有中国国家质监局颁发的特种设备制造许可证（A2级）、特种设备型式试验证书和压力设备(PED)认证证书中的至少一种，且所有证书均应在有效期内；
Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision (Certificate level for cryogenic valves:A2),Certificate for Type Test of Specific Equipment and certificate for pressure equipment（PED）, and the certification should be within the period of validity.
2) 防火认证证书：制造商应具有API607或API 6FA或ISO10497防火证书，认证机构应为Lloyd's、BV或DNV等；
Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc.
3) 低泄漏认证证书：阀门必须具备可靠的外密封性能，应至少达到TA-LUFT或ISO 15848-1的要求，并提供相关测试的TA-LUFT证书或ISO 15848 PART 1的认证。
Leakage certification：Valves shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUFT certificate or ISO 15848 PART 1.
D.★制造商应具有API 6D认证，且证书应在有效期内，投标时提供有效证书复印件。
The manufacturer shall have valid API 6D certification.The certificate should be within the validity period, copies of valid certificates shall be provied when bidding.
E ★产地要求
投标人所报的本次招标低温球阀的原产地和制造商应与所提供业绩中的低温球阀原产地以及制造商一致，且所投本次招标低温球阀应在其原产地工厂进行生产和检验，不得委托加工。投标人提交能体现原产地和制造商的业绩证明文件，包括1.合同复印件或2.报关单或3.原产地证明或4. BV、DNV、劳氏等国际知名第三方检验机构出具的报告，例如出厂检验报告、制造过程检验报告等。
Origin requirements
The original place and manufacturer of cryogenic ball valves of the bidder’s quotation shall be in accordance with the original place and manufacturer of the cryogenic ball valves of the offered performance, and must be processed and inspected in the original place, OEM is forbidden. To prove country of origin and manufacturer, Bidder shall provide the reference evidence, including 1.contract copies or 2. customs declaration or 3.place of origin certificate or 4. certified by a third authority such as Lloyd's, BV or DNV or other internationally renowned authority, the certification include factory inspection report, manufacturing process inspection report, etc.
F★质量保证要求
制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。
QA Requirement
Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.The agent shall have the ISO certificate of the product manufacturer.
（2）业绩要求：
Requirement for Bidder Single Quotes_s reference:
自2011年1月1日至投标截止日（合同签署日期），投标人所投产品应具有在中国境内LNG接收站项目深冷球阀的供货业绩，应同时满足以下两
1、提供的业绩中包含至少有2台尺寸≥16”磅级 ≥1500LB深冷球阀；
2、提供的业绩中至少有一个合同尺寸≥10”且磅级≥1500LB的深冷球阀数量不少于10台。
From January 1, 2011 to the bid deadline (the date of signing the contract), the products submitted by the bidders should have the supply performance of cryogenic ball valves in the LNG receiving station project in China, and should meet the following two points at the same time:
1. The performance provided includes at least 2 cryogenic ball valves of size ≥16" pound class ≥1500LB;
2. There is at least one cryogenic ball valve with contract size ≥ 10”and pound class ≥1500LB in the performance provided, and the number of cryogenic ball valves is not less than 10.
投标人须提交有效的业绩表和相关证明文件，业绩证明文件至少包括1.合同复印件相关章节和2.到货验收材料。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及类型（深冷球阀）、项目名称（LNG接收站项目）、供货数量、阀门尺寸、磅级。所提供的业绩应为正常的批量供货的产品业绩。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述业绩信息，均视为无效业绩。
The bidder must submit a valid performance form and relevant certification documents. The performance certification documents shall at least include 1. Relevant chapters of the copy of the contract and 2. Arrival acceptance materials. The performance certification documents must at least reflect the following contents: the time when the contract was signed, the name and type of the goods ( cryogenic ball valve), project name (LNG terminal project）, supply quantity, valve size, and pound class. The performance provided should be the performance of products supplied in normal batches
. Failure to submit performance certification documents, or the performance certification documents provided cannot verify the aforementioned performance information, will be regarded as invalid performance.
