1.中化建国际 （以下称为“招标代理机构”）受中海油石化工程 （以下称为“招标人”）委托，就中海油石化工程 江苏滨海液化天然气（LNG）一期扩建工程接收站项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

For goods outside the PRC customs territory: CIF Shanghai Seaport, P. R. China
境内货物：江苏省盐城市滨海县滨海港开发区
For goods within the PRC customs territory: Binhai Port Development Zone, Binhai County, Yancheng City, Jiangsu Province
2.对投标人的资格、业绩及证书要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
A. ★投标人必须是具有独立法人资格的自动低温球阀制造商或代理商。
独立法人资格要求：如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证复印件，并加盖公章（以上所有证明文件在年审有效期内）；如果投标人为境外注册公司，需提供有效的公司登记注册证明。
Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Cryogenic Pneumatic Ball Valves.
If the bidder is a domestically registered company, it is required to provide a valid business license (with independent legal person status), general taxpayer certificate/tax registration certificate, a copy of the organization code certificate, and affix the official seal (all the above certificates are within the validity period of the annual review) ); if the bidder is an overseas registered company, a valid company registration certificate is required.
B. ★代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书，本次投标的产品须为同一品牌。
If the goods is not manufactured by bidder, the bidder shall be duly authorized by the goods' Manufacturer to supply the goods solely in this bidding, and the products in this bidding must be of the same brand.
C.★投标人应在投标时提供阀门制造商的以下三类认证有效证书复印件，若认证证书包含本次招标产品的尺寸、压力等级一种或几种参数，则其证书中的相应参数须覆盖本次招标的产品对应最高参数要求，证书认证的制造商名称应与其所提供业绩的制造商名称、此次投标货物的制造商名称一致：
Bidders should provide copies of the following three types of valid certificates of the valve manufacturer when biding. If the certificate contains one or more parameters of the size and pressure level of the product in this bidding, the corresponding parameters in the certificate must cover the requirements of this bidding. The product corresponds to the highest parameter requirements. The name of the manufacturer certified by the certificate should be consistent with the name of the manufacturer of the performance provided by it, and the name of the manufacturer of the goods in this bidding:
1) 压力设备认证证书：制造商应具有中国国家质监局颁发的特种设备制造许可证（A2(2)级）、特种设备型式试验证书和压力设备(PED)认证证书中的至少一种，且所有证书均应在有效期内；
Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision (Certificate level for cryogenic valves:A2(2)),Certificate for Type Test of Specific Equipment and certificate for pressure equipment（PED）, and the certification should be within the period of validity.
2) 防火认证证书：制造商应具有API607或API 6FA或ISO10497防火证书，认证机构应为Lloyd's、BV或DNV等。
Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc.
3) 低泄漏认证证书：阀门必须具备可靠的外密封性能，应至少达到TA-LUFT或ISO 15848-1的要求，并提供相关测试的TA-LUFT证书或ISO 15848 PART 1的认证。
Leakage certifaction：Valves shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUFT certificate or ISO 15848 PART 1.
D. ★制造商应具有API 6D认证，且证书应在有效期内，投标时提供有效证书复印件。
The manufacturer shall have valid API 6D certification.The certificate should be within the validity period, copies of valid certificates shall be provied when bidding.
E.★制造商须提供ESDV阀门、执行机构如TUV或者Exida等权威机构出具不低于 SIL2等级认证证书，证书在有效期内，投标时提供有效证书复印件。制造商须提供电磁阀如TUV或者Exida等权威机构出具不低于 SIL3等级认证证书，证书在有效期内，投标时提供有效证书复印件。
The manufacturer shall provide ESDV valves and actuators such as TUV or Exida with certifications not less than SIL2and the certificate is within the validity period, copies of valid certificates shall be provied when bidding.The manufacturer shall provide solenoid such as TUV or Exida with certifications not less than SIL3 and be within the validity period, Provide copies of valid certificates when bidding.
F. ★防爆电气产品满足国家市场监督管理总局公告〔2019年第34号〕《市场监管总局关于防爆电气等产品由生产许可转为强制性产品认证管理实施要求的公告》的要求，须在供货时提供CCC认证证书。
The explosion-proof electrical products meet the requirements of the announcement of the State Administration of market supervision [No. 34 in 2019] 《notice of the State Administration for Market Regulation about explosion-proof electrical products change from production license to compulsory product certification》. And China Compulsory Certification shall be supplied when delivery.
G. ★电磁阀、限位开关须提供由国家授权的质量监督检验机构颁发的防爆合格证。电磁阀、限位开关的防爆等级不低于ExdⅡBT4，防护等级不低于IP66。
Solenoid valves and limits witches must provide explosion-proof certificates issued by quality supervision and inspection agencies authorized by the state. The explosion-proof level of the solenoid valve and limit switch is not lower than ExdⅡBT4, and the protection level is not lower than IP66.
H ★产地要求
投标人所报的本次招标低温球阀（包括阀门本体、主要部件）的原产地和制造商应与所提供业绩中的低温球阀（包括阀门本体、主要部件）原产地以及制造商一致，且所投本次招标低温球阀（包括阀门本体、主要部件）应在其原产地工厂进行生产和检验，不得委托加工。投标人提交能体现原产地和制造商的业绩证明文件，包括1.合同复印件或2.报关单或3.原产地证明或4. BV、DNV、劳氏等国际知名第三方检验机构出具的报告，例如出厂检验报告、制造过程检验报告等。
Origin requirements
The original place and manufacturer of cryogenic ball valves(including the valve body and main component) of the bidder’s quotation shall be in accord with the original place and manufacturer of the cryogenic ball valves(including the valve body and main component) of the offered performance. And the cryogenic ball valves(including the valve body and main component) of the bidder’s quotation shall be manufactured and tested in the plant of the original place, OEM is forbidden.The bidder shall submit the performance certification documents that can reflect the origin and manufacturer, including 1. a copy of the contract or 2. a customs declaration or 3. a certificate of origin or 4. BV, DNV, Lowe's and other internationally renowned third-party inspection agencies issued Reports, such as factory inspection reports, manufacturing process inspection reports, etc.
I ★质量保证要求
制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。
业主保留按ITP要求直接从中国派遣第三方检验人员对任一重要质量控制点（如阀门主要胚件生产厂、阀门主要部件加工厂、阀门部件组装厂、阀门测试厂等）进行见证性检验的权利。
QA Requirement
Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.The agent shall have the ISO certificate of the product manufacturer.
The purchaser reserves the right to send third-party inspector from China to witness inspection of any important quality control point(such as valve main rough cast manufacture plant,valve main parts manufacture plant, valve main parts assembly plant, valve testing plant and so on) according to the ITP.
（2）业绩要求：
自2011年1月1日至投标截止日，投标人所投产品应具有在中国境内LNG接收站项目深冷球阀的供货业绩,应同时满足以下两
1、提供的业绩中包含至少有2台尺寸≥14”磅级 ≥1500LB深冷球阀；
2、提供的业绩中单个合同中尺寸≥10”且磅级≥1500LB的深冷球阀数量不少于10台。
Requirement for Bidder Single Quotes_s reference:
From January 1, 2011 to the deadline for bidding, the products submitted by the bidders should have the supply performance of cryogenic ball valves in the LNG receiving station project in China, and should meet the following two points at the same time:
1. The performance provided includes at least 2 cryogenic ball valves of size ≥14" pound class ≥1500LB;
2. The number of cryogenic ball valves in a single contract with a size ≥ 10" and a pound class ≥1500LB in the performance provided shall not be less than 10 sets.
投标人须提交有效的业绩表和相关证明文件，业绩证明文件至少包括1.合同复印件相关章节和2.到货验收材料。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及类型（深冷球阀）、项目名称（LNG接收站项目）、供货数量、阀门尺寸、磅级。所提供的业绩应为正常的批量供货的成熟产品业绩，不应包含研发试制、试验等非常规业绩。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述业绩信息，均视为无效业绩。
The bidder must submit a valid performance form and relevant certification documents. The performance certification documents shall at least include 1. Relevant chapters of the copy of the contract and 2. Arrival acceptance materials. The performance certification documents must at least reflect the following contents: the time when the contract was signed, the name and type of the goods ( cryogenic ball valve), project name (LNG terminal project） , supply quantity, valve size, and pound class. The performance provided should be the performance of mature products supplied in normal batches, and should not include unconventional performance such as R&D trial production, test. Failure to submit performance certification documents, or the performance certification documents provided cannot verify the aforementioned performance information, will be regarded as invalid performance.
