1.1本招标项目四川省乐山市五通桥区2021年灾毁农田修复(高标准农田建设)项目（项目名称）已由乐山市农业农村局（项目审批、核准或备案机关名称）以乐农函〔2021〕288 号（批文名称及编号）批准建设，项目业主为乐山市五通桥区农业农村局，建设资金来自财政资金（资金来源），出资比例为100%， 项目已具备招标条件，现对该项目的施工进行公开招标。
1.2本招标项目为乐山市行政区域内的国家投资工程建设项目 乐山市农业农村局（核准机关名称）核准（招标事项核准文号为乐农函〔2021〕288 号）的招标组织形式为委托招标。 招标人选择的招标代理机构是融汇项目管理股份 。
- 项目概况与招标范围
2.1项目概况
2.1.1 招标项目的建设
（2）二标段河西片区：西坝镇新春村、民益村、建新村、向荣村、同心村；冠英镇荣丰社区、鸭口山村、大兴庙村、龙梗村、黄益塘村、马桑村、青乐村、章庙村、天池村。
（3）三标段金粟镇双漩村片区：金粟镇双漩村。
2.1.2 建设规模：三个标段共建设高标准农田2.57万亩，发展高效节水灌溉面积0.41万亩。主要建设内容包括:土地平整1018.96亩;整治山坪塘11座;新建蓄水池70口；建设排灌渠道7.822公里，其中：新建渠道4.565公里，整治渠道3.257公里;建设田间道路53.656公里，其中：新建机耕道4.067公里,整治机耕道26.042公里,新建生产路6.076公里,整治生产路17.471公里;土壤改良4592亩等。
2.1.3计划工期：180日历天；
2.1.4工程质量要求：符合国家现行《工程施工质量验收规范》质量合格标准；
2.1.5标段划分：施工3个标段。
一标段：河东片区
二标段：河西片区
三标段：金粟镇双漩村片区
2.2招标范围：
2.2.1招标范围与内容：施工设计图纸及工程量清单范围内的全部内容。
2.2.1合同计划工期：180日历天。
- 投标人资格要求
3.1本次招标要求投标人须具备独立企业法人资格，具有国家行政主管部门颁发的水利水电工程施工总承包叁级及以上（企业注册地不在四川省行政区域内的外地企业应具备《四川省省外企业入川从事建筑活动备案证》或《四川省省外建筑企业入川承揽业务验证登记表》或带二维码的《四川省省外施工、监理企业入川承揽业务信息录入证》）资质，近3年 （ ?已完工的 □ 已完工的或正在施工的 □ 已完工的或正在施工的或新承接的） 1 个类似项目（类似项目指：2018年1月1日至今承接并已完工验收的单项合同金额不低于400万元的水利类业绩，并附省级及以上发改部门指定网站公示的中标截图、中标通知书、合同协议书或完工证明（或竣工验收报告），业绩时间以合同签订时间为准），并在人员、设备、资金等方面具有相应的施工能力。
3.2本次招标 不接受联合体投标。
联合体投标的，应满足下列要求：\。
3.3各投标人均可就上述合同标段中的1个(具体数量)合同标段投标。招标人不允许投标人拟派的同一批项目主要人员（项目经理、技术负责人）在2个及以上标段任职。

5.2逾期送达的、未送达指定地点的或者不按招标文件要求密封的投标文件，招标人予以拒收。
