normal style='text-indent:21.85pt;line-height:23.0pt'>本招标项目 黔西市2021年农村人居环境整治专项建设项目（三标段）（二次招标）  (项目名称)已由 毕节市发展和改革委员会、毕节市农业农村局  (项目审批、核准或备案机关名称)以 毕发农经[2021]135号 (批文名称及编号)批准建设，招标人(项目业主)为黔西市农业农村局，建设资金来自 中央预算内投资及地方县级财政资金  (资金来源)，项目出资比例为 / 。项目已具备招标条件，现对该项目的施工 进行公开招标。

2.2 建设规模及内容：农村生活垃圾、生活污水治理等基础设施建设。

normal style='text-indent:21.85pt;line-height:23.0pt'>3.1本次招标要求投标人须具备 市政公用工程施工总承包叁级及以上资质 资质，并在人员、设备、资金等方面具有相应的施工能力，其中，投标人拟派项目经理须具备 市政公用工程 专业 贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建建设工程项目的项目经理。
