normal align=left style='text-align:left;line-height:150%'>   本招标项目2021年赫章县德卓镇炉元村高标准农田建设项目（项目名称）已由赫章县农业农村局（项目审批、核准或备案机关名称）以赫农复【2021】59号 (批文名称及编号)批准建设，建设资金来自中央资金（资金来源），项目出资比例为100% ， 项目已具备招标条件，现对该项目施工进行公开招标。

2.1建设

2.3项目总投资：953.40万元；

2.4招标范围：土地平整工程、灌溉与排水工程、田间道路工程以及本项目招标文件、工程量清单、图纸等所示全部内容（清单与图纸不一致的以工程量清单为准）。

2.5计划工期：6个月；

2.6工程质量要求：符合国家现行有关施工质量验收规范标准；

normal style='text-indent:24.0pt;line-height:150%'>3.1本次招标要求投标人须具备建设行政主管部门核发的水利水电工程施工总承包叁级及以上资质，并在人员、设备、资金等方面具有承担本标段施工的能力。其中，投标人拟派项目经理须具备水利水电工程专业二级及以上注册建造师资格要求，具备有效的安全生产考核合格证，且未担任其它在建建设工程的项目经理。

   3.4 被列入信用中国失信被执行主体的投标人，不得参加本工程投标。
