3、投标人资格要求
投标人应具备的资格或业绩:（1）资格要求
Requirements for Qulification of Bidder
A.如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证复印件，并加盖公章（以上所有证明文件在年审有效期内）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period);If the bidder is an overseas registered company, it shall provide valid company registration certificate
B．制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
The manufacturer of the Bid Goods shall pass ISO9001 Certification咨询电话18811547188, and the Bidder shall provide valid Certificate of Quality Management System Certification.
C．如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.
（2）业绩要求：
Requirement for Bidder'sreference:
制造商提供的二氧化硫风机应具有：至投标截止日前在SAR装置至少两套机组积累了两年的成功运行经验，这两套运行的机组流量应大于74000Nm3/h(0.1013MPa.A＆0℃干基)、升压大于66000PaG。
The Bidder ’s manufactory shall have at least two sets of SAR units with A flow rate of more than 74000Nm3/h(0.1013mpa.A&0℃ dry base) and A boost pressure of more than 66000PaG have accumulated two years of successful operation experience until the tender closing date.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件），和2)用户签字确认其真实性的的证明文件。
The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which include at least one of any followed : 1) copies of sales contract(including technical appendix); and 2) A certificate notice signed by End user to Verify its authenticity。
投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、机组流量大于74000Nm3/h(0.1013MPa.A＆0℃干基)、升压大于66000PaG技术要求。用户签字的证明文件必须至少体现已成功运行时间。中国国内的用户需在签字同时提供公司的盖章。
The corresponding documentary evidence. submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, )The unit flow rate is greater than 74000Nm3/h(0.1013mpa.A&0℃ dry base), and the boost pressure is greater than 66000PaG technical requirements. The evidentiary documents signed by End-user shall at least demonstrate the successful operation time. End user shall both signed and sealed on the documents.
未提交业绩证明文件，或所提供的业绩证明文件无法验证货物名称、供货数量、使用环境、机组流量大于74000Nm3/h(0.1013MPa.A＆0℃干基)、升压大于66000PaG技术要求、成功运行时间，均视为无效业绩。
If no documentary evidence submitted, or documentary evidence submitted cannot demonstrate Name of Goods, Quantity, usage circumstance, The unit flow rate is greater than 74000Nm3/h(0.1013mpa.A&0℃ dry base), and the boost pressure is greater than 66000PaG technical requirements, successful operation time, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Oct.16, 2020 to Oct.23.,2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
