1.中化建国际 （以下称为“招标代理机构”）受中海油惠州石化 （以下称为“招标人”）委托，就中海油惠州石化 2200万吨/年炼油产品结构优化及质量升级项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.对投标人的资格、业绩及证书要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
投标人应为所投货物的制造商(包括制造厂商所在集团公司内负责销售的公司）。如果投标人是制造厂商所在集团公司内负责销售的公司，应提供声明，说明投标人与制造厂商隶属同一集团,负责投标货物的销售工作。
The bidder shall be the manufacturer of proposed goods (including the product sales company within the manufacturer's group).If the bidder is a company responsible for sales within the manufacturer's group, it shall provide a statement stating that the bidder and the manufacturer belong to the same group and are responsible for the sales of the bid goods.
如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）复印件，并加盖公章（以上证明文件在年审有效期内）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
（2）业绩要求：
Requirement for Bidder's reference:
投标人必须具有在2007年1月1日至2017年1月1日签署的应用于国内石油化工项目160万吨/年及以上蜡油加氢或渣油加氢装置的热高压分离器角型调节阀销售业绩合同（至少提供两个项目的销售业绩合同）。每个业绩中，压力等级为2500LB及以上的热高压分离器角型调节阀数量不少于2台。
The bidder must have angle control valves sales performances for hot HP separator of 1600 KTA ((or greater) Hydrocracking Plant for wax oil or residual oil with contract signature date between Jan 1st, 2007 and January 1, 2017 (at least 2 project sales performances).In each sales performance, the quantity of the hot HP separator angle control valves with pressure grade equal or greater than CLASS 2500LB should not be less than 2 sets.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件证明。业绩证明文件包括但不限于：无价销售合同影印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：项目名称、装置名称与规模、签约日期、设备名称（热高压分离器角型调节阀）、角型调节阀数量及磅级等内容。 未提交业绩证明文件，或所提供的业绩证明文件无法验证项目名称、装置名称与规模、签约日期、设备名称（热高压分离器角型调节阀）、角型调节阀数量及磅级等内容，均视为无效业绩。
The bidder should submit the performance references and furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: photocopies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: project name, the plant name and capacity, signature date of contract, device name (the hot HP separator angle control valve), angle control valve quantities and pressure grade, etc. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate project name, the plant name and capacity, signature date of contract, device name (the hot HP separator angle control valve), angle control valve quantities and pressure grade, the relevant reference will be deemed unvalid.
（3）证书要求
Requirement for Bidder's certification:
投标人应按提供以下证书：
防爆等级（不低于Exia II CT4）、防护等级（不低于IP65）证书。
The bidder should submit the following certification:
anti-hazard classsificaiton（not lower than Exia II CT4）, level of protection classsificaiton(not lower than IP65) .
3. 有兴趣的投标人可通过以下方式获取招标文件：从2020年9月18日开始至2020年9月25日止，请登录中国海洋石油总公司采办业务管理与交易系统（ ooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在 （ ooc.com.cn) on the page ofInvitation for bid for purchasing Bidding document from September 18, 2020 to September 25, 2020. For the first time of login, aregistration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The wholepurchasing process must be operated online and offlinepayment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding documents which isnon-refundable, Bidder maydownload the Bidding documents. Bidder fails to purchaseBidding documents online is not eligible to bid.
In addition, the bidder need to succeed in the China international biddingnets ( ）和中海油采办业务管理与交易系统（ ooc.com.cn）上发布。
This Invitation for Bids will be published on ChinaInternational Bidding website (）and China National Offshore Oil Corporation Procurement Platform at thesame time.
