万铜环保材料 35kV专线新建工程项目已经批准建设,现拟对该项目的监理进行公开招标,具体事项公告如下:

一、工程概况

1、项目

2、供电规模(工程范围):①110kV狮子变-35kV间隔至35kV万铜变电站新建间隔电缆敷设;②新建110kV狮子变-35kV万铜通讯光缆敷设③新建35kV万铜厂区变电站。项目总投资约4500万元,本项目监理投资约30万元,。

3、评标办法:采用综合评估法。                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                       二、招标范围及标段:对万铜环保材料 35kV专线新建工程(主要包括:1、110kV狮子变-35kV间隔至35kV万铜变电站新建间隔电缆敷设;2、新建110kV狮子变-35kV万铜通讯光缆敷设;3、新建35kV万铜厂区变电站工程等)进行全过程监理{包括全部工程的质量控制、安全控制、进度控制、投资控制(含进度款支付审核、工程结算审核),工程建设合同管理、信息管理等},以及协调工程各有关单位间的工作关系。 共一个标段。

三、投标人的资格条件:

1、具有独立法人资格并具备履行合同的能力;

2、具有工程监理综合资质或工程监理电力工程专业乙级及以上资质;拟派总监理工程师具备国家注册监理工程师资格证书(专业:机电工程);

3、业绩条件:投标人2015年7月1日以来(以监理合同签订日期为准)至少监理过一个35kV及以上电压等级输变电工程的业绩。

4、投标人信誉要求:近3年(自2017年7月1日起至投标截止之日止),没有处于被责令停业,投标资格被取消,财产被接管、冻结,破产状态;企业守法经营,诚实守信;有依法纳税和缴纳社会保障资金的良好记录,无违反国家规定,损害职工权益的不良记录。投标人自行拟定承诺函加盖公章进行承诺;

5、本项目不接受联合体投标;
