1．中化建国际 （以下简称“招标机构”）受中海油天津液化天然气 （以下简称“招标人”）委托，现邀请合格投标人对下列货物和服务提交密封投标：
货物
数量：1套
交货期：关境外提供的货物分两批交货，其中第一批包括预埋件、定位模板、泵筒和配套的测量仪表，合同签订后90日到达中国天津港，第二批包括高压输送泵和备件等，应不晚于2021年5月31日到达中国天津港；关境内提供的货物分两批交货，其中第一批包括预埋件及定位模板、泵筒和配套的测量仪表，合同签订后90日到达天津市滨海新区南疆港区天津LNG接收站业主指定现场，第二批包括高压输送泵和备件等，应不晚于2021年5月31日到达天津市滨海新区南疆港区天津LNG接收站业主指定现场。
2．业绩和资格要求：
1）资质要求：
投标人必须是具有独立法人资格的高压外输泵制造商或代理商。
独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。
代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。
关境内投标
3）业绩要求：制造商自2010年1月1日至投标截止之日，至少具有1个LNG接收站（规模不小于200万吨/年）的电机驱动LNG高压泵产品（流量不小于340m3/h）供货并成功投用的业绩。相关证明材料包括：业绩合同关键页复印件（如合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面和设备现场调试合格报告（业主、监理等签字），或用户业绩反馈证明（用户盖章或法定代表人签字）。未提供有效证明材料或证明材料数据不足的业绩将视为无效业绩。
4）质量要求：制造商应提供ISO9001质量体系管理认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。
3．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2020年6月23日开始至2020年7月01日止，请登录中国海洋石油集团 采办业务管理与交易系统（ ooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在机电产品招标投标 注册成功并通过平台审核。

1. CNCCC International Tendering Co., Ltd.(hereinafter called“Tendering Agent”), for and on behalf of CNOOC TIANJIN LNG Co.,LTD (hereinaftercalled "Purchaser") invites sealed bids from eligible bidders for thesupply of following equipment and service：

For goods offered from outside PRC customs territory: the goods shall be deliveredin two batches. The first batch shall include concrete embedded sealing rodspiping and flanges , prefabricated accessories，pump barrel，matchingmeasuring instruments，the first batch shall arrive at Tianjin Port, P.R.China within 90days from the date of the signing of the contract. And HP send-out pump, sparesand others as the second batch shall arrive at Tianjin Port, P.R.China no laterthan May 31, 2021 .
Forgoods offered from within PRC customs territory: the goods shall be deliveredin two batches. The first batch shall include concrete embedded sealing rodspiping and flanges , prefabricated accessories，pump barrel，matchingmeasuring instruments，the first batch shall arrive at Tianjin LNG Terminal Project Sitewithin 90 days from the date of the signing of the contract. And HP send-outpump, spares and others as the second batch shall arrive in Tianjin Binhai NewArea of Tianjin LNG Terminal Project Site no later than May 31, 2021
2. References and Qualification requirement:
1)Qualification requirement:
-Bidder shall be manufacturer or authorized agent designated by manufacturerwith the qualification of independent legal entity.
Bidderfrom within the PRC Customs Territory shall provide valid businesslicense,Organization Code Certificate and tax registration certificate or integrated business license combined above threecertificates. Bidder from outside the PRC Customs Territory shall provide validindependent legal entity certificate.
If thegoods (equipment body) is not manufactured by bidder, the bidder shall obtainthe only legal official authority of the manufacturer that the bidder couldprovide the goods for the bid in China.
-For goods offered from inside PRC customs territory: Manufacturers of pressure vessel components shall have Manufacturing license of the People's Republic of China (pressure vessel).
For goods offered from outside PRC customs territory:Design license of Special Equipment People's Republic of China or ASME Certification (Sub-vendor of design should have the qualification requirements)Manufacturing licenseissued by the special licensing office (SELO) of the general administrationof quality supervision, inspection and quarantine within the validityperiod.
2)For goods offered from inside PRC customs territory: Biddershall submit 2017-2019 audited financial report issued by auditing agency,including balancesheets, cash flowstatement, profit statement.
Averagenet assets of last three years (from 2017 to 2019): not less than RMB35,000,000 Yuan or equivalent;
Averageasset-liability ratio of last three years (from 2017 to 2019): less than 0.85.
For goods offered from outside PRC customs territory: Averagenet assets of last three years (from 2017 to 2019): not less than RMB35,000,000 Yuan or equivalent;
Averageasset-liability ratio of last three years (from 2017 to 2019): less than 0.85.
3) The manufacture should have at least 1 LNG receiving terminal projects(design capacity not less than two million tons/year) HP send-out pump（flowcapacity greater than 340m3/h） supply and successful applicationperformance from January 1, 2010.The references shall be testified by proofmaterials.
Theproof materials include: copy of key pages of contract (The homepage ofcontract, the sign date page of contract, the delivery date page of contract,the both parties signed and stamped page of contract, the description page of Goods scope or Work scope, the key pages of main technical parameters) and approved commissioning report (signature ofowner and supervisor), or User performance feedback certificate (seal of useror signature of legal representative). The performance without certificationdocuments or insufficient evidence will be treated as invalid performance.
4）Manufacturershall have the ISO9001 quality management system certification and thecertificate is valid. The agent shall have the ISO certificate of the productmanufacturer.
