1.中化建国际 （以下称为“招标代理机构”）受中海油惠州石化 （以下称为“招标人”）委托，就中海油惠州石化 2200万吨/年炼油产品结构优化及质量升级项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

规格：离心压缩机，入口额定流量69.7t/h，入口温度166℃，入口压力0.66 MPa(A),出口压力2 MPa(A)。
Specification: centrifugal compressor, inlet rated flow 69.7t/h,inlet temperature 166℃, inlet pressure 0.66 MPa(A), output pressure 2 MPa(A).
交货期Delivery Schedule:
境内货物：合同签订后68周（货到项目现场时间）
For goods within the PRC customs territory：within 68 weeks after signing the contract (arrival date to the jobsite)
境外货物: 合同签订后68周（提单发货时间）
For goods outside the PRC customs territory: within 68 weeks after signing the contract (departure date on the Bill of Lading)
交货地点Destination of delivery：
境内货物：大亚湾石化区项目现场
For goods within the PRC customs territory: Project Site in Daya Bay Petrochemical Zone
境外货物：主要基本港
For goods outside the PRC customs territory: Main Overseas Basic Ports
2.对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qulification of Bidder
投标人应为所投货物的制造商。本次招标不接受代理商投标。
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.
（2）业绩要求：
Requirement for Bidder's reference:
投标产品应具有入口额定流量不低于65t/h、入口温度不小于145℃、输送饱和蒸汽的整体齿轮箱式压缩机的销售业绩，合同签订日期在2017年12月31日以前。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签订时间、货物名称、压缩机型式（整体齿轮箱式）、入口额定流量、入口温度和输送介质。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签订时间、货物名称、压缩机型式（整体齿轮箱式）、入口额定流量、入口温度和输送介质，均视为无效业绩。
The bidded products shall have the sales performance of the integral gearbox compressor with inlet rated flow not less than 65t/h, inlet temperature not less than 145 ℃ and saturated steam transmission.The contract signing date shall be before December 31, 2017.
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence.The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents.The evidentiary documents provided by Bidder shall at least demonstrate the contents as follows: contract signature date,goods name,compressor type (integral gearbox compressor), inlet rated flow,inlet temperature and transmitted medium.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate contract signature date, goods name, compressor type (integral gearbox compressor), inlet rated flow, inlet temperature and transmitted medium,the relevant reference will be deemed unvalid.
3.有兴趣的投标人可通过以下方式获取招标文件：从2020年6月9日开始至2020年6月16日止，请登录中国海洋石油总公司采办业务管理与交易系统（ ooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for Bid for purchasing Bidding document from June 9, 2020 to June 16, 2020. For the first time of login, are gistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
