1. 中化建国际 （以下称为“招标代理机构”）受海洋石油工程股份 （以下称为“招标人”）委托，就陵水17-2气田开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co., Ltd.(hereinafter referred to as “Tenderee” ),intends to purchase the Goods and the relevant services required under the project of LS 17-2 Gas Field Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：本采办文件规定了位于中华人民共和国南海海域陵水17-2气田半潜式平台上安装的铝合金直升机甲板的设计、材料选择、制造、供货检查、调试和运输的最低要求。铝合金直升机甲板位于半潜平台生活楼楼顶，适用机型为Sikorsky S-92，直升机平台甲板及型钢均为耐海水腐蚀铝合金结构。直升机甲板型式为正八边形，甲板及型钢总高度不小于590mm。
Overview:
This document defines the minimum technical requirements for the design,materials,manufacture,supply inspection, testing and preparation for shipment of Aluminium Alloy Helideck for SEMI which will be installed on SEMI of LS17-2 gas fields located in the South China Sea, the People’s Republic of China. The aluminium alloy helideck is located on the roof of the living quarters, and the applicable helicopter is Sikorsky S-92. Helideck and girder beam should be made of aluminium alloy that resists corrosion caused by sea water. Helideck is in a regular octagon shape. The total height of deck and girder beam is not less than 590mm.

2.资格标准：
2. Qualification Requirements:
投标人所投产品制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
The manufacturer of the products offered by the bidder shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
如果投标人为代理商，投标人应得到所投货物制造商同意其在中国为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized bythe goods’ Manufacturer to supply the goods in this bidding project.
2014年1月1日至投标截止日，投标人所投产品制造商至少有2 套在浮式生产储油装置（FPSO）或钻井平台或海洋工程支持船上投入使用的铝合金直升机甲板（且适用于停靠S-92机型）的使用业绩。
投标人须按规定格式提交业绩表和相关证明文件，证明文件包括但不限于(1)销售合同复印件（含相关技术附件）和(2)用户验收证明或用户使用证明或现场调试报告。证明文件须能证明合同签署时间、合同签署方名称、项目名称、货物名称、使用环境（浮式生产储油装置或钻井平台或海洋工程支持船）、铝合金材质、适用于停靠S-92机型，否则为无效业绩。
The manufacturer of the products offered by the bidder has a performance of no less than 2 sets of aluminum alloy helidecks(suitable for docking S-92models) used in for offshore oil platforms or FPSOs or Offshore engineering support vessel from January 1, 2014 to the deadline for submission of bids.
The bidder shall submit valid performance form and relevant supporting documents (1.Sales contract copy(including relevant technical attachments) and 2. User acceptance certificate or user use certificate or on-site commissioning report).
The supporting documents must be able to verified the time for signing the contract,the name of parties for signing the contract ,the name of the project,the name of the goods, the environment(for offshore oil platforms or FPSOs or Offshore engineering support vessel), aluminum alloy material ,and suitable for docking S-92models,Otherwise, it will be regarded as invalid performance.
投标人承诺自费委托第三方船级社（CCS/ABS/DNV/LIoyd's/BV）之一对设备进行检验，并将该发证机构签发的设计评审报告和船用产品证书提交买方。
The bidder promise at his own cost arrange inspection and obtain final certificate from third party(anyone from CCS, ABS, DNV-GL, BV, LLOYD'S is sufficient).The design review report and marine product certification shall be issued by the certifying agency and transferred to the PURCHASER.
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2020年1月20日开始至2020年2月1日止，在中国海油采办业务管理与交易系统（ ooc.com.cn/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。
All those who are willing to participate in the bids are kindly requested to :enter into website ooc.com.cn/ to purchase the bidding documents (electronic edition) online from Jan 20,2020 to Feb 1, 2020 upon non-refundable payment of RMB 2,000 or USD300 for each copy. After completion of there mittance, the bidder could download the bidding documents.
