1.中化建国际 （以下称为“招标代理机构”）受中海石油宁波大榭石化 （以下称为“招标人”）委托，就中海石油宁波大榭石化 馏分油改扩建项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC NINGBO DAXIE PETROCHEMICAL LTD (hereinafterreferred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Distillate Revamp and Expansion project of CNOOC NINGBO DAXIE PETROCHEMICAL LTD by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求:
Requirements for Qulification of Bidder:
A. 投标人应是投标设备的制造商或集成商，集成商应取得泵制造商的授权书。
The bidder shall be the manufacturer or integrator of the bidding equipment, and the integrator shall obtain the pump manufacturer's authorization certificate.
B. 电机能效必须达到国家标准最新一级能效，并在电机铭牌中进行标识。
The energy efficiency of the motor must reach the latest level one of the national standard and be marked on the motor nameplate.
（2）业绩要求：
Requirement for Bidder's reference:
投标所报设备应至少在2个炼化项目上各有2台输送烯烃类介质、扬程大于等于480米、额定流量大于等于100m3/h的进料泵（OH6泵型）销售业绩，合同签订时间在2018年12月30日前。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：项目名称、合同签署时间、设备名称、数量、结构型式、介质、扬程和流量。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、设备名称、数量、结构型式、介质、扬程和流量，均视为无效业绩。
The bidded equipment shall applied in at least two petrochemical projects, and in each project shall have at least two sets of sales performance of feed pumps (OH6 type pump, medium is olefin), with differential head of 480m or above and rated flow of 100 m3/h or above. The contract shall be signed before December 30, 2018.
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract(including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows:Project name, Contract Signature Date, Plant Name, Name of Equipment,Structure Type,Process Gas Type, Quantity and processing capacity. If no documentary evidence furnished,or documentary evidence furnished can not demonstrate Contract signing Date, Plant Name, Name of Equipment,Structure Type, Process Gas Type, Quantity and processing capacity,the relevant reference will be deemed unvalid.
3.有兴趣的投标人可通过以下方式获取招标文件：从2020年1月19日开始至2020年2月7日止，请登录中国海洋石油总公司采办业务管理与交易系统（ ooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from January 19, 2020 to February 7, 2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
