Procurement& TenderingCenterof CNOOC Procurement Dept. and CNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC FujianZhangzhou Gas Co., Ltd (hereinafter called "Purchaser") invitessealedbids from eligible bidders for the supply of following equipment:

Delivery Schedule:
For goods offered from outside PRC customsterritory: the goods shall arrive at Xiamen Port, Fujian, P.R.China within 245days from the date of the signing of the contract.
For goods offered from within PRC customsterritory: the goods shall be delivered arrive at Zhangzhou LNG TerminalProject Site (Address: Xinggu Bay, Longjiao Country, Longhai City，Zhangzhou City, FujianProvince,China) within 270 days from the date of the signing of thecontract.
2. Qualification requirement:
1) Bidder shallbe manufacturer or authorized agent designated by manufacturer with thequalification of independent legal entity.
The bidder must be an independent legal personmanufacturer or the only authorized agent of berthing auxiliary system.
Bidder fromwithin the PRC Customs Territory shall provide valid business license,Organization Code Certificate and tax registration certificate. Bidder fromoutside the PRC Customs Territory shall provide valid independent legal entitycertificate.
If the goodsis not manufactured by bidder, the bidder shall obtain the only legal officialauthority of the manufacturer that the bidder could provide the goods for thebid in China.
2) Biddershall submit 2016-2018 audited financial report issued by auditing agency,including balancesheets, cashflow statement, profit statement.
Average netassets of last three years (from 2016 to 2018): not less than RMB 10,000,000Yuan or equivalent;
Average assetliability ratio of last three years (from 2016 to 2018): less than 0.7.

4) Performancerequirements:
The berthing aid systemprovided by the bidder shall have the application performance of at least twoLNG terminals (with the capacity of reliable berthing special ship no less than140000 m3) in the past 10 years (January 1, 2008 to December 31,2017), The whole set of products includes fast decoupler and remote decouplersystem, laser berthing auxiliary system, cable tension monitoring system andmarine environment monitoring system and have been successfully operated formore than two years. The products in the performance provided shall be the sameas the bidding. The ship shore connection system provided by the bidder has atleast 2 sets of LNG terminal application performance in recent 10 years(time of signnature：January 1, 2008 to December 31, 2017), and has been successfully operated formore than two years.
Theproof materials include the homepage of contract, the sign date page ofcontract, the delivery date page of contract, the both parties signed andstamped page of contract,the description page of Goods scope or Work scope, thekey pages of main technical parameters, the original copy for reference) orprovide user feedback (stamped with user's official seal or signed by legalrepresentative). The performance without certification documents will betreated as invalid performance. The purchaser retains right to investigatewhether the bidder’s performance is in good operation. once any poorperformance is verified, its bid will be null.
3. Maintechnical requirement:
The manufacturer of berthing aid system should have a perfectquality governing system, and carry out the quality system thoroughly accordingto the requirement of ISO9001 or ISO9004.
VENDER shall be manufacturer of quick release hooks.
The manufacturer provided by VENDOR shall proved safety performance in China or overseas. No prototype products will be acceptable.
The design lifetime for the system shall be 25 years.
4. Theinterested Bidders may obtain the bidding document by following method: Pleaselogin at CNOOC Procurement Operation System on thepage of Invitation for bid for purchasing Bidding document from Jan. 10th, 2020to Jan. 17th 2020. For the first time of login,a registration (free of charge) is needed and only after successfulregistration, Bidder can purchase Bidding documents online. The wholepurchasing process must be operated online and offline payment will not beaccepted. After successful payment of RMB 2000.00 or USD 300.00 for each copyof Bidding documents which is non-refundable, Bidder may download the Biddingdocuments. Bidder fails to purchase Bidding documents online is not eligible tobid. In addition, the bidder need to succeed in the China international biddingnets (
